Which Pokemon can learn the most moves in Scarlet and Violet?

I saw an infographic that had information of the most learned moves in SW/SH, so I was curious to see which ones had the highest number in this game. Obviously the number one is Mew, but what Pokemon follow after it?

Smeargle can learn the most moves due to sketch copying any move.

It's actually not Mew, Smeargle can learn all moves (that can still be used) via its signature move, Sketch.

Smeargle's best use is to have a moveset that any other pokémon would have.

Keep in mind, if you forget a sketched move, you cannot relearn it, you must copy it again.
