How does Dipplin’s evolution make sense?

Question

Dipplin’s pokedex page says that it evolves into Hydrapple after learning Dragon Cheer. But it also says that Dipplin can’t learn Dragon Cheer. So how does that make sense?

Simple answer. Well, not actually very simple, but I’ll simplify it. To have dipplin learn dragon cheer, you need the T.M. (Technical Machine), which you get after beating Drayton if the Blueberry Academy Elite Four, part 2 of the dlc. Then it’ll evolve. Confusing, I know. I had to look it up, but now you know.
