What is the Chance of Encountering a Shiny Pokemon in a Mass Outbreak in Pokemon Cafe Remix?

Lately Pokemon Cafe has been doing several Mass Outbreak events, such as the Eevee outbreak, Rowlet outbreak, and most recently, a Plusle and Minun outbreak.
The Outbreak Pokemon appear to have a raised chance of encountering a Shiny, what are these raised odds?

This may have already been answered.
There doesn't seem to be any information that I can find of the odds being any different during a mass outbreak. It may just be more likely to find shinies during an outbreak because you are already encountering more / specific Pokemon. However, Pokemon Cafe Remix has events where a specific shiny is more likely to be found, and some shinies are even event exclusive.
