Basically, Magnemite seems like a monster Gyro Ball LC sweeper, IF it's -6 speed. So, how can a gyroball mon or a batonpasser lower their own speed?

If you just want to answer your question, you can read https://bulbapedia.bulbagarden.net/wiki/Stat_modifier
I would very much recommend against using a gyro ball Magnemite. Gyro ball's base power goes up to 150, and Magnemite's low physical attack means even a 150 base power move won't do much damage. Magnemite also has low special defense and 3 weaknesses, which means it's pretty easy to revenge-kill. Use Diglett or Pawniard (with iron head) if you want a physical offensive steel.

Thanks to sumwun. I may have missed one or two

I think the only one you missed is spin out. May be worth noting you could use a speed boosting move on a pokemon with Contrary as well.
