The one that flies over the rainbow after Pikachu Zaps the Spearows. It looks like Ho-oh to me but that was before Gen-II so how could it be? Ash said he thought he saw Articuno in the following episode but it didn't look anything like Articuno. Is it really Ho-oh?

It is Ho-Oh.

and about Ho-Oh is in Gen 2, yes in the games, but pokemon happen to appear in earlier regions than the games, for example May catches a muchlax is Hoenn.

once again the tail on that thing almost gives it away

i believe so. no other pokemon has the large tail like that. it is ho-oh.

it is ho-oh.
johto in games only is gen 2 but both kanto and johto were made together in the anime and when it got popular they made the 'advanced generation' which was hoenn.
that's why later in the episode when he talk to prof. Oak and tells him that he saw a pokemon that looked like the one with the other legendary bird trio in the carving on the wall. Oak reveals the other bird is ho-oh...so yeah the pokemon was indefinitely ho-oh.

EDIT:http://bulbapedia.bulbagarden.net/wiki/Ho-Oh_(Pokémon) clearly states it to be ho-oh
