Counter and Mirror Coat are officially damaging moves, so Assault Vest doesn't prevent the user from selecting them, and they don't call the standard damage formula so Assault Vest has no effect on how much damage will be dealt if it's held by the "target" of a Mirror Coat (in reality those moves have a special targeting type that doesn't lock in any Pokemon to be used against until the moment they're executed).
