Does the ability Cute Charm affect Tera Raid bosses? (assuming that all of the regular conditions for Cute Charm to succeed are otherwise fulfilled)

As a follow up: Does the ability Cute Charm affect Tera Raid bosses when their shield is up?

After enduring many Take Downs from a Male Gogoat and having my Female Wigglytuffs ability never trigger, as well as having the knowledge that Attract doesn't work against Tera Raid Pokemon, I've come to the conclusion that Terra Raid Pokemon are Immune to Infatuation.

Source: 30% chance not triggering after 22 battles seems a tad much to believe it's bad luck with knowledge that is known.
