Hisuian Decidueye is a great Pokemon hindered by its typing as well as its awful speed. Fortunately, Gen 9 gives it access to new tools that can give it a niche role as a sweeper. Heavy-Duty Boots is the item of choice as you want to be as healthy as possible when switching in to allow for more set up opportunities, and I'd also recommend pairing this set with Reflect / Light Screen / Aurora Veil to give more bulk to Decidueye. Swords Dance allows you to increase your attack dramatically. Trailblaze allows you to do STAB damage while also boosting your speed. Triple Arrows can take advantage of the increased speed, allowing you to potentially score a flinch on a Pokemon bulky enough to take the attack, but Close Combat is a stronger and generally more reliable option. Brave Bird is general coverage that can be boosted by Tera Flying. It's important to remember you have Scrappy, allowing you to not get completely walled by Pokemon like Gholdengo and also hit other Ghost types who have a second typing that is weak to Fighting, or even neutrally affected by Fighting.

A Defog set Hisuian Decidueye can use in Gen 9 NU if you want to use a Defogger that isn't a Flying-type. Hisuian Decidueye's 88/80/95 bulk and decent defensive typing as a Grass/Fighting type allows it to serve as a good Defog Pokemon. Triple Arrows is used for Hisuian Decidueye's Fighting STAB due to its high critical hit chance and 50% chance to lower the defense of opposing Pokemon. The flinch chance isn't really relevant on this set since it is a defensive set. Knock Off allows Hisuian Decidueye to remove items from opposing Pokemon. Defog lets Hisuian Decidueye clear away hazards, providing more utility for its team. Roost gives Hisuian Decidueye reliable HP recovery. Heavy-Duty Boots is used to prevent Hisuian Decidueye from being chipped by hazards. Scrappy is used to let Hisuian Decidueye use Triple Arrows against Ghost-types. Tera Steel gives Hisuian Decidueye a good defensive typing that turns most of its weaknesses into resists. The EV spread allows Hisuian Decidueye to tank physical hits.

Hisuian Decidueye is one of my favorite starters and this is a fun set to use. The gameplan is to use first in your first turn Tailwind so your speed is doubled. Then use Triple Arrows so you chance to crit is very big. Also can this move lower the opponent defense or flinch. Al there is left is trowing crits to your opponent with Shadow Claw and Leaf Blade. Tera Ghost is to evade Fake outs and for Extreem Speed Tera Normal Dragonites.

If you don't want to stop with Sweeping is Roost also a good option, but you will have then a speed disadvantage and with tailwind this guy is also handy for doubles.
