In this replay at turn 13, I taunted a Clodsire that has been tricked with a scarf which made it unable to toxic. Since scarf locks you into a move, how in the hell did that fatass manage to use eq instead of struggle when it already chose a move?

It's because the Clodsire was taunted before it moved, thus causing Toxic to be blocked entirely and allowing it to use another move.

. On the turn that Taunt is used, if the Pokémon using Taunt goes before the target and the target selected a status move that turn, the target's move will fail. If a Pokémon that only knows status moves is taunted, or is taunted after using a status move and holding a Choice item, then it will be forced to use Struggle.

The reason is clearly shown by this part of Bulba's page on taunt. Ceruledge moved before Clodsire could use a status moves, and thus it did not get choice locked and got to use Earthquake

Emphasis on the fact that Toxic didn't just fail, it was blocked entirely by Taunt.
