Why can I not find Ditto in Scarlet/Violet?

Question

The other day I put the idea in my mind that I was gonna challenge the elite four with a shiny charizard so there I am scrambling to find a female Charmander, no luck, so I went to find a ditto In West province in area two. After TWO WHOLE HOURS, I could not find a ditto and gave up WHY CAN I NOT FIND A DITTO?

If you have encounter power normal you will have a much greater chance of finding one

And arbitrary comment it stays terastalized when it uses transform, even into a terastalized pokémon

Ditto appear disguised as other Pokémon in Scarlet/Violet, same with Zorua and Zoroark.

To tell apart the Ditto, target the Pokemon with ZL. The name will be Ditto if the Pokemon is transformed.
