Breloom, Ceruledge, Garchomp, Kingambit, Scizor, Baxcalibur, Gallade, Hawlucha, Heracross, Persian, the Pokémon with good Attack stats that learn this move goes on and on. It probably depends on the single Pokémon you're trying to catch.
However, to get a single-word, universal answer to your question, it's probably Gallade.
It also gets Thunder Wave for paralysis, Hypnosis for sleep (albeit a bit inconsistent) and Charm, which are all also useful moves for catching Pokémon.
