I believe it shoots the Dreepy out in the animation of Dragon Darts, and possibly other moves, but otherwise, yes.

Yes, it always has Dreepy in its horns, except during the animation of Dragon Darts, like VinnyHedghog IV said above. Dragon Darts is the only move that the Dreepy come out.
