For example, increasing my Pokémon's attack deals more damage against the enemy Pokémon, and decreasing the enemy's defense also increases the damage received by that specific Pokémon. Does decreasing the enemy's evasiveness increase the chance of moves such as Zap Cannon or Dynamic Punch hitting the Pokémon?

Yes, that's exactly how it works.

If evasiveness is increased above 100% with a move such as Double Team, other Pokémon will have a harder time connecting their moves.

So, yes. If you decrease your opponents Evasiveness, you're moves will hit more often like Zap Cannon.
