Dark type moves not being Effective on Magnemite?

Question

I am Playing SoulSilver and I encountered a Trainer with multiple Magnemite so I looked up what is Effective Against a Magnemite, and it says Dark type moves work so I sent out my Rattata that Knows Bite, but when I used bite it said it was not very effective so I am wondering why?

In Gen 2-5, steel resist both ghost and dark, and magnemite is steel type
