So I’ve been trying to build a deck around Absol’s Doom News attack, which also forces you to put all energy attached to Absol into your hand. This being said, if I attach Double Turbo Energy and use Doom News which knocks out the defending Pokémon at the end of your opponent's next turn, would it leave the defending Pokémon with 20 HP? I’m asking this because Double Turbo Energy takes 20 damage off attacks used when it’s attached. However, Doom News does not have a set attack power so I’m not sure.

No, using Double Turbo Energy does not affect Doom News, except to provide the energy needed for the attack. This is because Doom News does no damage but instead wipes out the opponent with no regard to the HP level. Because there is no damage value, there is no damage increasing or decreasing effect.
