Gyrados is more helpful for offense due to having massive attack but is weak in defense due to having bad defense stats and a four time weakness to electric when not a mega which you can only get mega stones right before the league
Blastoise is very helpful on defense to to having decent defense stats but has decent special attack he is pretty slow but can tank hits much better and is more easy to obtain

Overall you should have blastoise up till the league and Gary after that point hope this helps :)

- You missed Slowbro/Mega-Slowbro in your answer.
- A single 4x weakness doesn't make a Pokémon automatically bad. You always have the option of switching out. Gyadaros also learns Earthquake btw.
- Purely offensive Pokémon usually work better in-game, so can you elaborate more on why Blastoise is the best option other than just having decent defenses?
