After a move like Hyper Beam, Roar of Time and Giga Impact, the user is forced to recharge. I found this a problem so I wonder if there is any way you can prevent the user from recharging?

No, there isn't a way to prevent recharging.

Bulbapedia doesn't say that you can prevent recharging.

But, you can use the White Herb for moves that need to charge on the first turn, like Solar Beam.

In my opinion, if you want to use Hyper Beam or Giga Impact you can just use Slaking since it only attacks every alternate turn due to its ability.

iirc you can prevent recharging in gen 1 if you KO the enemy using a recharge move
@Fang That's a Gen 1 exclusive glitch where if you KO a Pokémon using Hyper Beam, then you don't need to recharge.

@Kiawe Mate you forgot this in the edit:

:P
@Aaaaaaaaa It isn't a glitch, overwritten status and recharge mechanics are like this in Gen 1.
This should be added to the answer though, mentioning the Gen 1 exception.
Ohh damn cool didn't know that!
Just for you to edit it’s the Power Herb speeds up charging moves like Solar Beam
