Both are really really bad. You wouldn't want to have an SpA depleting nature on a Special Attacker.

Both are bad, you are asking which is better so I would say Jolly.
Impish increases defence and lowers special attack, Jolly increases speed and lowers special attack. Since mewtwo is a fast offensive Pokemon you would want Jolly.
