Leftovers give 1/16 while the Shell Bell gives 1/8 so why are Leftovers used more?
Leftovers heals the Pokemon every turn while shell bell heals after every attack. Leftovers are used more for stalling Pokemon as they don't attack very often so they can take advantage of the healing.
