How does steely spirit work?

Question

I understand it boosts all steel moves by 50%. I'm unsure on how it works in battle.

Does it only boost the steel-type moves of a Pokemon alongside Perrserker in-battle, or does it boost the steel type moves of all party Pokemon, whether or not Perrserker is in-battle?

I don't think any ability can have an effect during battle if the Pokemon with the ability is not one of the active Pokemon.

When a Pokémon that knows Steely Spirit is in battle, it raises the power of its allies' Steel-type moves by 50%.
