I don't think I should, since it only works if the opponent is higher level, which is very risky to specifically do in a Nuzlocke when I'm this far.

No way. It misses a lot, and you have to be at a higher level. It is way too risky, as you said, as it has a 30 percent accuracy. Also, with Camerupt's only ok defenses, if it misses against something super strong, Camerupt is dead a a doorknob. Even if you are a higher level, there are much more reliable moves to use, like Earthquake, Flamethrower, Rock Slide, and more. Also, Camerupt is way too slow to actually hit Fissure before dying to a strong attack. I hope I've helped!

Absolutely not. Why teach it Fissure when you can use Earthquake instead, arguably the best Ground type move in Gen III? Camerupt is slow, and a mere 30% accuracy at best combined with that Speed is going to give you a hard time. Better to use Earthquake, which you can get around the time you get Kyogre. Camerupt actually learns Earthquake at Level 37, meaning Fissure is even more outclassed.

Also, my Camerupt already knows it, it learns it super early and by level up.
If you have Earthquake, a Fire move, and a Rock move, you won't be needing Fissure.
I have all three, Earthquake, Rock Slide, and Eruption.
Then you'll be good to go. Best of luck in your Nuzlocke!
