This set is for coverage, Ice beam for grass, then you Mud Shot the Electric Types, since they're super effective. The Hydro Pump is also very good STAB.

Why 232 Attack EVs since you only have Bullet Seed?
Replace 232 Attack EVs into 232 Sp. Atk EVs and replace Bullet Seed and Soak into Mud-Shot (if you want to cover Electric-types) and Flamethrower.
And tell what nature.
