Do Z-Moves count?
Um, let's say, both, list the strongest if it's a z move, and the strongest non-zmove. Hope that's not too bad.
It's asking with non-negative effects, which is clearly different.
The other question's answer mentions moves without negative effects, so that part also answers this question. I guess this question might stay here because the other question's answer is outdated.
