What is a good LC moveset for Dratini?

What is a little cup moveset?

EVs: 28 HP / 8 Atk / 236 Def / 196 SpD / 40 Spe

- Waterfall

Now then, since EVs work differently at level 5, the EVs are going to look strange. But Dratini has nice EVs for Little Cup, nothing is going to waste. Your defenses are maximized, your Attack is raised, which is rare for only 8 EVs in Little Cup, your Speed and HP are also increased by one point each. Extremespeed gives you priority, +2 to be precise. Dragon Tail can get you in some psuedo-hazing along with nice damage, so you can get rid of Dragon Dance Scraggy for a while. Dratini is also slow, so going last is rarely going to harm you. The only reason there are even EVs in Speed is because those EVs would not have raised another stat, only Speed. Waterfall deals with Gligar mainly. If you are low on HP, you can use Rest, and hopefully Shed Skin will remove the sleep condition quickly.

Just a quick note for people. Little Cup is for unevolved Pokemon that can evolve. The Pokemon battling are at level 5. Scraggy and Gligar are perhaps the biggest threats in Little Cup at the moment. Also note that Dragon types are rarely used in Little Cup, with Dratini being the most popular of the Dragons. This is due to its access to Extremespeed.
