I'm leaning towards Jellicent, but I want some Dragon coverage so I'm not really sure.

Why don't you use Starmie, Vaporeon, or Azumarill?
I dislike using non-native pokemon I don't know why don't ask me, but I did make an exception this time because it also triggers me when I don't have perfect type coverage even if it's in-game. I guess I'm just crazy.

You probably want Walrein. It learns some pretty good moves, and there are a lot of types Ice and Water hit super effectively together. The biggest downside is how tedious it can be to obtain, but since you already have one, that’s not an issue. Thick Fat is the better Ability — if you can, get one with that. While it doesn't get a lot, it functions as a great HM slave or mixed attacker.

Jellicent is also quite good, but it's a bit less bulky. Will-O-Wisp and Recover are never really necessary in-game, and it doesn't have many other options.

- Surf
- Blizzard / Ice Beam
- Strength
- Signal Beam / Super Fang / really anything

Ah, then Jellicent might be the better option. You can only find Spheal in winter, and it takes a bit to level up. Good luck!
My brother didn't save my game so it lost me about 5 levels of grinding on my pokemon and a wide lens so I'm kind of unmotivated to play BW2. ;-;
(BTW I chose Jellicent just because I found a good-natured one that was level 40)
