Are Super Pokemon Rumble and Pokemon Rumble Blast the same game?

Asking because they look similar and I cant tell if its just the difference in region or not

If they are the same, why are the cartridges different? Why the name change?

I looked at the pages for it on Bulbapedia and Serebii. Neither mentions a specific reason. It might've been a translation thing? I'll try to find something more concrete, sorry.
