You can't have a good team without hazards, and my team lacks them. I don't know which one I should pick, one is faster and can fit anti-Magic Bounce options on its moveset, the other has webs and bulk, and the other has webs, spikes, and sleep.

I think it really depends on how much your team needs Speed Control.  If it doesn't need Speed control, choose Deoxys.  If it does, decide if bulk or Sleep is more important.
Why don't you just use a stealth rock Groudon?
Sticky web aren't game defining. But I need your exact team members to tell the best of these for you.

It really does depend on your team, as mentioned before also.

All these Pokémon would more or less have some viability in Hyper Offence teams only, as Bulky Offence and Balance teams tend to carry things like Primal Groudon, or SupportCeus forms, or something that can set Rocks later in the match also.

Deoxys-S would be more or less the best bet for you, as getting hazards up almost usually is extremely helpful, especially with HO Teams. It could also do Dual Screens, but as you need hazards only, it would be difficult to define Screens on the Deo.

Deoxys-Speed @ Focus Sash
Ability: Pressure
EVs: 252 HP / 4 Def / 252 Spe
Timid Nature
- Stealth Rock
- Taunt
- Skill Swap / Magic Coat
- Spikes

Rocks and Spikes are the Hazards that you need. Taunt is to shut the opposing lead from executing it's job if it sets hazards / Screens. Skill Swap is nice for punishing Magic Bounce users such as Mega Sableye and Mega Diancie. Magic Coat bounces the opposing Deo-S's Taunt if you every tend to be placed against one.

Smeargle also works well with HO, but Deo-S, with it's blazing speed, and somewhat more bulk, is maybe better. What it lacks is Spore, which is extremely irritating. Sleep is good, as it may also let one of your sweeper's to setup, but seriously, Sleep Clause exists, and so does faster Taunt users like Yveltal and Deo-S.

Webs and Rocks are hazards, Nuzzle is usefull against Xerneas' and many more, Spore is the evergreen.. sleep.

Shuckle is stupid. I used it, and it turned out to be s.t.u.p.i.d (I used in AG tho..). Yes, I agree, it has bulk. But what bulk is good with just Rest as a recovery move + you sadly can't touch the opponent because you got a blazing base 10 Attack and Special Attack? Like, Rest Primal Groudon exists, but it hits hard, and can use Sleep Talk... Shuckle is hard to define; I'd not recommend it definitely. Still I'll give this sample set:

Shuckle @ Mental Herb
Ability: Sturdy
EVs: 248 HP / 8 Def / 252 SpD
Calm Nature
- Sticky Web
- Stealth Rock
- Encore
- Toxic

Mental Herb is required. Taunt exists. Webs and Rocks are the hazards, Encore is to block the opponent to use this one move, that would let at least one of your sweepers to setup and sweep. Toxic is to punish SupportCeus forms, Primals, and everything that isn't Poison / Steel.

All in all, if you are using / trying to use on of these, then I'd recommend Deoxys-Speed, as it has ways to punish Magic Bounce users, plus a great speed which would more or less mean that you would have at least a layer of Rocks up. I also checked the Usage Stats for Gen 7 Ubers of Jan 2021, and Deoxys-Speed turned out to be the most used, after it coming Shuckle (May Lord protect those who use it), and Smeargle sitting at the bottom of them. All have their Pros and Cons, so the final decision is upon ya!!

Btw try an use Balance cuz HO sometimes struggles against Stall, otherwise you fine
