Probably good. But it doesn't counter many threats, and it's movepool isn't big. But a potent sweeper at the same time. So how viable is it?

Primal Groudon is more viable, by a mile

First, I'll cover Primal Groudon

Primal Groudon's incredible physical bulk paired with its similarly amazing defensive typing lets it switch into dangerous Pokemon like Physical Mega Rayquaza, Zacian-Crowned, Xerneas, Kyogre, and Yveltal. It can use a variety of sets ranging from DoubleDance to defensive to support with Rock Tomb, Lava Plume, and Stealth Rock to mixed to all-out bulky physical attacker. Its typing makes it the best possible check to Zacian-Crowned, as Heat Crash and Precipice Blades are both super-effective. It also switches into Geomancy Xerneas, being immune to Thunder and resisting Moonblast and Hidden Power [Fire]. It also easily gets rid of defensive cornerstone Necrozma-Dusk Mane. However, Calyrex-Shadow is a threat that must always be considered, as its nuclear STAB Astral Barrages hit it on its average base 90 Special Defense. However, for that, there's Yveltal.

Now, on to Kyogre

In its first few generations, Kyogre was one of the top dogs (whales?) of Ubers thanks to its Scarf rain boosted Water Spouts drowning everything that didn't outspeed it, and the only thing that outsped it was fricking Deoxys-Speed and Pokemon in weather like Sand Excadrill. But it all changed when Primal Groudon attacked. The Ubers world didn't really need him that much, and he disappeared. 3 Gens after its viability plummeted, the incredibly broken and very poorly made Dynamax mechanic was created and Kyogre's access to Hidden Power Flying of all things made it one of the most popular mons in Natdex AG. Now where does that leave Scarf Kyogre? Outclassed and outdone by its Dynamax HP Flying set. Not only is it bait for Primal Groudon, letting it set up Stealth Rocks or Rock Polish, but it barely scratches Mega Rayquaza and Ferrothorn. However, one notable thing it does is keep non-scarf Calyrex-Shadow in check, thanks to Timid Kyogre outspeeding and OHKOing it. But why use Water Spout Kyogre if you can just use Dynamax HP Flying, or better, Yveltal?

Double Dance is basically where you raise two stats using two separate moves. For example, a Double Dance PorygonZ set has the moves Nasty Plot and Agility.

I just wanted to add something more to SSuperiority's answer.
Scarf Kyogre is hardly outclassed by Calm Mind Life Orb Kyogre. There's no point of using Kyogre in Nat Dex AG, it's simply hard to fit while Primal Groudon can fit into any kind of team, like Balance, Hyper Offense, stall, etc.
Primal Groudon has so much variation and viability in its set that make it S rank in Gen 7 AG.
Honestly, Scarf Kyogre is simply too bad. It takes the position of many bulky Pokemon that can do it better, i.e. Arceus-Water checks Primal Groudon and stalls it easily compared to Kyogre/Primal Kyogre.

No no, this part is little wrong. Primal Groudon's lack of reliable recovery and reliance on Rest makes it not a good check. Physical Mega Rayquaza is easily checked by Zygarde, Zacian-Crowned by Dusk Mane due to their recovery. Xerneas is better checked by Dusk Mane. Kyogre is walled by it, while Yveltal makes Primal Groudon as a total Dynamax bait.

It also switches into Geomancy Xerneas, being immune to Thunder and resisting Moonblast and Hidden Power [Fire].

Geomancy Xerneas can OHKO offensive Primal Groudon sets after +2 Geomancy with Moonblast after Stealth Rock or Max Mindstorm/Starfall.

Kyogre's access to Hidden Power Flying of all things made it one of the most popular mons in Natdex AG.

Yveltal and Xerneas strictly outclass it. Yveltal is easy to fit on any team due to its Calyrex-S check and same of Dusk Mane, so people don't bother with HP [Flying] Kyogre. Xerneas is well destructive and its moveset allow it to check the whole meta offensively with its amazing Super effective coverage.
In conclusion, all sets of Kyogre have lost their viability due to Primal Groudon and other better Dynamaxers presence in Nat Dex AG. Don't use it over Primal Groudon.
