how to reach snowpoint city in pokemon pearl ?

i want to know that what to do when rowan said to go to lake acuity.the guards are not fighting with me and also not allowing me to go in. where is the way to reach snowpoint city because of harsh weather i can't go anywhere easily there. so where's the way.and what to do???

you go to lake valor, dawn/lucas goes to verity and your rival goes to acuity. once you finish valor, you go to verity. once you defeat mars, you travel to acuity to defeat jupiter
