Hydro Pump for power, Scald for accuracy.
Hydro Cannon is not a good move because of the recharge, so don't use it. Hydro Pump should be used if you want sheer power, though it's slightly unreliable. Scald has less power, but it's more accurate and can burn, so it's more useful in some cases.
