I know that if you choose Outrage or other moves of that type as your move, it goes on for 2-3 turns. That's just for ONE pp. So if that happens, do you technically have a higher crit chance because it basically has 20-30 pp?
No, it doesn't work that way, the description of these moves are being locked into them for 2-3 turns and then suffering from being confused. It doesn't have a higher crit rate.
Just because it doesn't waste PP, doesn't mean it would have higher critical hit rate. It just means you can save PP.
