-A Modest Chansey using Frustration with maxed happiness.

-0 Attack IVs.

-Target: Shuckle with an maxed defense and HP that has had 3 iron defenses baton passed to it.

-Another pokemon on Shuckle's side used charm on Chansey 3 times.

Any way to have less power?

Maybe it would have less power if it was a Magikarp instead? Since Frustration would get stab? Or would chansey still have less attack?

Here are a few things you can do

-Change Chansey's type so it loses STAB.

-Use reflect with Shuckle.

-Make sure Chansey is burned to lower its attack.

-Make a high level difference. A level 1 Chansey against a level 100 Shuckle.

Remember that the game doesn't register decimals for damage calculations. It will always round up if the value is less than one, making that the least amount of damage you can do to a pokemon.

In case you don't want the STAB, let shuckle use frustration or, to make it easier, return at no happiness.

Also maybe instead of a defending shuckle, use an aggron to get more type resistance

EDIT: You could use soak against chansey to make it a water type to get rid of STAB.
