Evs Training gen 3, Charizard Sp Attack?

Question

I was playing heartgold
but I stopped and wanted to play Pokemon fire red, I arrived in Lavender Town And I was training the sp ATack of my Charizard And out of nowhere Stopped up I killed 20 gastlys and went up 2 special attack

his statistics are like this

I don't really understand the question, but EV training doesn't result in immediate improvements. Your Charizard's special attack will eventually increase. The effort values show their effect over the course of all 100 levels. Just level your Charizard more, you'll see a result eventually.

EVs are less effective the lower the Pokémon's level, so just keep leveling up and EV training. Once your Charizard is level 100, then 4 EVs will add one to a stat.
