When you migrate pokemon can you bring items over as well?

Yes, you certainly can between III and IV gen. Just give a pokemon the item to hold and it will be holding it when you catch it in the Pal Park.

By the way: migrating doesn't count as trading, so Pokemon will not evolve with items. For example, migrating an Onix holding Metal Coat will not evolve it into Steelix.
