If you teach a pokemon a TM, is that move weaker than if the pokemon learned it by level up?

For example, if i teach a Mewtwo the move psychic with a TM, would psychic be stronger if it learned it by level up?

( I don't have plans to do this with Mewtwo but it might be a good idea for Chandelure to learn it shadow ball and overheat so I can evolve it sooner, i love Chandelure!)

The move will have the exact same power regardless of how the pokemon learns it. The moves all have a set base power. Psychic's for example, is 90.
