Could You Catch Misdreavus Before Whitney’s Gym?

So, I was playing crystal version, and I want to knows that can I get one without trading.
I want one cuz i’ve heard about that misdreavus is the best Pokemon to defeat whitney’s miltank, and it’s my favourite Pokemon in generation 2.
Please help!

You get Misdreavus WAY later in the game in Crystal. You get it Mt. Silver during nighttime.

According to this video, if you chose Cyndaquil as your starter, use X Specials purchased from the Goldenrod Dept. store.

It's easier to choose Totodile and use either headbutt or fury cutter.
