Pokémon’s DVs determining shiny in S/G/C?

Question

I was told a Pokémon’s shiny is determined by its DVs. Does this mean that there is no chance to have a shiny 6IV Pokémon from Gen 1/2 VC games?

In Generation II, being Shiny is determined by a Pokémon's IVs. If a Pokémon's Speed, Defense, and Special IVs are all 10, and its Attack IV is 2, 3, 6, 7, 10, 11, 14 or 15, it will be Shiny. Because of this, a Shiny Pokémon traded to a Generation I game and then traded back to Generation II will retain its Shininess, and a Pokémon obtained in Generation I whose IVs meet the requirements for Shininess will also become Shiny when traded to Generation II.

Since the HP IV is calculated from the other four IVs, a Shiny Pokémon's HP IV will always be either 0 or 8. Shiny Pokémon are generally above average in terms of IVs, but only slightly.

So long story short, a 6IV shiny Celebi (or really any other Pokémon from the 3ds Gen 1/2 games) is not possible at all, right?

In Crystal, it is impossible for it to have perfect DVs and be shiny. However, if you’re using the VC version of Crystal and transfer a shiny Celebi to Bank, then it’ll retain its shininess while rerolling its IVs, which I guess gives you a one-time 1/1,073,741,824 chance of getting a 6IV. (Yes, even with 3 IVs guaranteed, the way Gens 6 and 7 generate IVs ensure that a 6IV is always just as rare, regardless of whether 0 or 5 IVs are guaranteed). So a 6IV shiny Celebi is still impossible outside of hacking (or exploiting Crystal’s cloning glitch, I guess, but even then, it feels unlikely).
