What Pokemon can learn an attacking moveset with rock, ice, water and fire moves?

Question

Since many dynamax moves can set the weather, I wanted to make a really fun set. One Pokemon dynamaxes and in turn sets the weather and another utilizes weather ball with all of the different weather forms.

Do you want just one Pokemon that learns all these moves, or do you want all Pokemon that can learn all these moves?
