ok so im looking through good moves for blastoise ( doesnt matter ) and i come across toxic so i click it and look do all the pokemon in all the gen able to learn toxic and why im saying if a fire type uses toxic wouldn't it burn the poison

do you mean if all pokemon can learn toxic? then pretty much yeah but there's a few who can't like karpkarp (magikarp) and unown. And fire types can use toxic perfectly yes. i agree many things are illogical like yanmega can't learn fly and stuff.
