Why can't I find a Shiny Sewaddle in Pinwheel Forest?

It may just be me having terrible shiny luck but after returning the dragonite skull in Pokémon black can you still shiny hunt or is it just bad luck that I can’t seem to find a shiny sewaddle

Pretty sure it's just bad luck. There's no mention of any shiny lock in the region afaik, and certainly doesn't seem to be affected by the dragonite skull.

It’s just bad luck. Your odds are 1/8192, but sometimes the game will just hate you and won’t give you a shiny for much, much longer. I recently had a hunt go for over 17,000 encounters before I found anything.
