Yes, you can play Sword/Shield without Nintendo Switch Online. The only features that are locked out are, well, online features. Y-Comm Online functions, Online Raids, and Online Battles.

Both games can be played without a subscription. Without one, however, you can't trade or battle with people, find Camps, trade with League Cards, or see people in the Wild Area. You also can't get Mystery Gifts from the Internet, though ones from codes will still work. Do note that you can still connect with other players locally -- you're not totally locked out of multiplayer without an online pass.
