Is Celebi good for competitive?

Celebi types combination is very bad for a defensive Pokemon but is this types good for an offensive Pokemon ?

What moves should I use in a competitive Celebi ? (Any format)

I know that Celebi's best old generation is gen 3, and it's good in gen 8 UU. It might be good in a few other formats.

Celebi is good in a few formats. Its defensive typing isn't absolute trash because it resists water, electric, grass, fighting, and ground.
