V-Generate question?

Question

1) I have seen it with two names: v-generate and v-create. What is its real naame?
2) Is it possible that someones pokemon(victini) have it now? Without cheats!
3) How can an Emboar have it?

I am asking because i battled somebody that had an Emboar with v-generate! WTF?R

1. the name is v-create
2. it is possible for victini to have v-create becuase there is a 14th movie event happening at the moment in japan.
3. it isnt possible for emboar to have it, therefore the emboar is hacked
