At what level can I teach my Serperior Frenzy Plant and Hydreigon Draco Meteor?

My Serperior is lv.54. At what level can I teach it Frenzy Plant. I recieved it at lv.1. My Hydreigon is lv.64. At what level can I teach it Draco Meteor? I caught it at level 38.

1) Horrible moves

2) You need to have maxed happiness for both moves so level doesn´t matter

Well, Draco Meteor is actually good on Hydregion, seeing as Hydregion is usually holding a Choice Scarf.
