Does Red Call me for a rematch in HG and SS?

I want to see if I can beat red again with stronger pokemon. I heard that he calls you on the pokegear for a rematch. Does he, if so, when and what do I have to do first?

No, to face Red again, beat the Elite 4 and then go back to where you first faced Red.

Adding to that, I'm pretty sure Red doesn't even HAVE a Pokegear.

I have beaten red before and I got the credits and when I went straight back up to the top of mount silver he was there once again and I believe this is because since he IS the champion of Kanto it is like with Lance where you get the credits for beating him.
