Does the move Foresight allow a Normal-type pokémon to be hit by a Ghost-type move?

I read somewhere that it does, but I wasn't able to confirm it with any reliable source.

Foresight only removes Ghost-type's immunity to Normal (and Fighting), not the other way around.
