In a Pokemon Nuzlocke, does fishing encounters or surf encounters count as a first encounter?

For example, in Kalos, you’re in Cyllage city and you can only catch Pokémon that are available by fishing or surfing.

There are no concrete rules for Nuzlocke challenges. You decide what the first encounter means.

If you are on for example in a city with water where you can swim and fish yes but any route with water you can surf on can be you just cant encounter anything before than.
