Yes, you should be able to breed a male and female Eevee no problem. The only requirements for Pokemon to be compatible for breeding with each other is that they are in the same egg group and they are opposite genders. Genderless Pokemon can be bred only with Ditto, and Pokemon in the Undiscovered egg group cannot be bred at all.
