PokéBase - Pokémon Q&A

So I’m replaying Pokémon black and I know the iv rater/judge is in the battle subway. I also have a basic understanding of what he says translates into an indication of your Pokémon’s IV’s overall and then particularly. My question is when he starts listing off stats and ends with “can’t be beat” does that mean all of the ones mentioned are perfect stats or just the last?
For instance he says “This Pokémon has relatively superior stats overall. (I know outstanding is the best overall) That’s my determination, and it’s final. Incidentally, I would say the best stat potential lies in its HP, And it’s Attack stat is also good, It’s Sp. Def stat is good as well. Well, it’s speed stat is also good. It can’t be better in that regard. That’s how I judged it.”
Does that indicate perfect stats in HP, Attack, SP Def, and Speed? Or just HP & Speed? Or another combo of the two? Ive looked online and received no direct answers!
So thank you for helping!

He will only mention multiple stats if the best stat is a tie between two or more. And yes, “can’t be beat” is an indication of a perfect 31 in the stat(s) that he mentions. In your example, the Pokémon would have perfect 31s in all four stats.
