While it is impossible to get a shiny Pokemon from Leon, you CAN use that Pokemon to breed for a shiny one. I've seen Youtubers pull it off.
No that would be ridiculous. You can use Masuda to hatch one without the fear of the Shinu Locks. The lock only applies to Leon's gift starters, which makes sense
